§ 17. Mr. KINGasked the Secretary of State for Foreign Affairs whether the actions taken by His Majesty's Government affecting postal matter, in transit, across British territory, between neutral States, has been the subject of communications and explanations offered to the Governments of any neutral States; if so, whether the position of the Government has been conveyed by any general statement applicable to all States and circumstances; and, if so, whether such statement can be published or a copy placed in the Library of this House?
§ Sir E. GREYThe answer to the first part of the question is in the affirmative; no general statement has been issued, but the attitude of His Majesty's Government, as expressed in the reply which I gave on the 12th instant, has been explained to those neutral Governments who have inquired.
