asked the Prime Minister whether, in view of the repeated successes of the British submarines in the Baltic against German and neutral ships employed in conveying contraband of war to Germany, the Government will now consider the advisability of proclaiming a blockade of Germany, or whether he still thinks that such a course would entangle us in a network of juridical subtleties?
