Mr. MORTONasked the Financial Secretary to the War Office whether sergeant instructors who are employed in instructing the New Army from regiment to regiment are thereby deprived of promotion, increased pay, and pension; and, if so, will he see that these non-commissioned officers are fairly treated, considering their value and usefulness to the New Army?
