§ Dr. MACNAMARAThe date of the Report is 31st March, 1914. As I have previously stated, the Report has been deferred for final consideration until the termination of hostilities. I may say, however, that certain recommendations of the Committee have already been adopted.
§ Sir C. KINLOCH-COOKEDoes not the right hon. Gentleman think that the time has come to consider the question of the paymaster, more especially in view of the circumstances of the War?
