asked the Under-Secretary of State for War what special effort was made, and with what result, to recruit for the Regular Army among the 600 workers at the Victoria and Albert Docks who, on the 3rd instant, persisted in celebrating by idleness the King's birthday, in spite of His Majesty's order to the contrary, and who refused to resume work unless paid double wages?

I understand that these men after taking one day off resumed work, and I am not aware that any special effort either was or should have been made to recruit them for the Army.
