asked the Prime Minister if his attention has been called to a statement made by Mr. H. E. Morgan, an official of the Ministry of Munitions, to the effect that the enrolments of munition workers were so highly satisfactory that he thought he could say that the voluntary system, as applied to enrolling of war munition workers, had justified itself; and whether he has considered the bearing of this statement on the National Registration Bill?

The object of the National Registration Bill is to produce a register of ail persons from fifteen to sixty-five. The statement referred to does not affect the necessity for national registration.
