Mr. KINGasked whether, in cases in which temporary promotions in the Territorial Force are made permanent during or at the end of the War, confirmation of rank can be antedated to the date of temporary promotion, provided that there has been continuous service in the higher rank, in order that officers who 382 have been continuously performing the duties of a higher rank, and who in many cases would have been normally promoted but for the War, may not unnecessarily lose precedence?
