In their Regulations for Special Grants [Cd. 7460; Article 4 (b) (iii.)] the Board of Education have a general power analogous to the provision mentioned in the question. In cases where the Board reduce or withhold Annual Grant in consequence of an infraction of the provisions of the Code, they so calculate the Special Grant that it shall not relieve the authority from the loss of Annual Grant.
