70. Mr. MORRELL

asked the Under-Secretary of State for War whether he is aware that many men who have been training in this country and are about to start with their regiments to the front are unable to take advantage of the leave which is allowed them to see their wives and families before starting because they cannot afford the payment of their fare; and whether, in such circumstances, the Government could see their way to arrange one free railway fare home to each soldier who requires it before he leaves on foreign service?

Mr. BAKER

Arrangements have been made by which all men allowed to proceed on leave prior to going to the front may travel on warrant, provided that they have not already received a similar indulgence.

Mr. MORRELL

Would my hon. Friend say what he means by the phrase "a similar indulgence"?

Mr. BAKER

If he has not already had a free railway fare.
