asked the Secretary of State for Foreign Affairs whether he has considered the possibility of instituting a joint prize court, in which certain cases of prize law might be decided before a court in which one or more judges might be eminent lawyers appointed by neutral or allied Powers; and, if not, whether he will consider this question in connection with issues arising between this country and the United States?

Mr. PRIMROSE

The proposal would involve such far-reaching changes in our constitutional and judicial system and be so difficult of application that it would not be easy to arrange it under the present circumstances of great pressure.
