15. Mr. HOGGE

asked the First Lord of the Admiralty why the brokerage on contraband goods landed and stored at Leith was given to a Liverpool broker when there were local applications for the same?

The PARLIAMENTARY SECRETARY to the ADMIRALTY (Dr. Macnamara)

The appointment of brokers for these purposes is under the direction of the President of the Prize Court.

Mr. HOGGE

Are these advertised in the usual way?

Dr. MACNAMARA

I cannot say. The President of the Probate, Divorce and Admiralty Division of the High Court becomes judge of the Prize Court in virtue of a special appointment issued by the Admiralty at the outbreak of hostilities. The Admiralty Marshal, who is responsible for these selections, is responsible for his appointment to the judge.

Mr. HOGGE

Is the right hon. Gentleman aware that this causes great local discontent?

Dr. MACNAMARA

I am not sure that I have the right to make representation to the judge in the matter. I have given some consideration to the matter, but cannot determine whether or not I have.
