Sir WILLIAM BULLasked the Prime Minister whether he will consider the question of allowing Members of Parliament who are now serving their country at the front to give, by means of a new Standing Order, proxies in cases where important Divisions take place affecting their constituents or large questions of policy, in the absence of which their constituencies will be practically unrepresented?
