asked the Secretary of State for Foreign Affairs whether it was with the sanction and consent of the British Government that the first English translation of the French Yellow Book was published by a London journal at the, price of 2s.?

His Majesty's Government wore aware that the French Government were having an English translation prepared, but they had no knowledge of the manner or price of this publication until shortly before it appeared.

Mr. KING

Will the right hon. Gentleman take means to prevent any important document which may in future be published by our Allies being obtained in this way by private firms in this country for profit?

Sir E. GREY

That is a matter for foreign Governments to consider in dealing with their own publications. I believe that all we did in this case was to publish a translation of our own and circulate it.
