asked the Prime Minister whether the definite assurance given to the Miners' Federation by the Home Secretary that all miners attested and returned to civil employment will remain in full enjoyment of their civil rights unless and until they are called up to the Army, that they cannot be used in connection with any labour dispute, nor called up except for military reasons and purposes, applies equally to all other wage-earners?
