asked the Under-Secretary for War whether he is aware that the military officer in charge at Kirkcaldy Harbour has issued a permanent permit to an alien named Zach to visit the foreign ships in the local harbour, with the ostensible object of selling cheap jewellery; whether he is aware that this person is regarded with the gravest suspicion by the local harbour authorities as serving an enemy purpose; whether this vendor in question has also been granted permission to visit foreign ships in Burnt-island and Leith docks; and can he say why such permission, is granted to this alien which is denied to large local employers?
