12. Mr. TOUCHE

asked the Secretary of State for Foreign Affairs if he can say whether the Government of the United States has special Envoys with the leaders of the chief parties in Mexico, such as Carranza, Villa and Zapata, Maytorena, Obregon, and Dieguez, or any of them; can he say whether these Envoys are intended to act as a check on the attacks on foreign property; and is he aware whether any other steps are being taken for the protection of foreign interests?

Mr. PRIMROSE

We are not aware of the precise manner in which the United States Government communicates with the various Mexican leaders, but they have been good enough to employ frequently the agency of their Consular officers in Mexico to support our own representations arising out of the chaotic condition of affairs unfortunately prevailing in that country.

Mr. TOUCHE

Have the Government been able to make any definite proposals for the protection of British interests and with what results?
