Mr. PRIMROSEWe are not aware of the precise manner in which the United States Government communicates with the various Mexican leaders, but they have been good enough to employ frequently the agency of their Consular officers in Mexico to support our own representations arising out of the chaotic condition of affairs unfortunately prevailing in that country.
