asked the Postmaster-General if he is able to give any further information as to the effect of the new scale of magazine postal rates to Canada which came into force on 1st January on British weekly newspapers and monthly magazines; if he is in a position to report whether there have been any negotiations with a view to preventing the circulation of British publications in Canada from being handicapped by the new rate and placed at a disadvantage as compared with American publications; and can he state the result of any such negotiations?

I will send the hon. Member a copy of a letter which I am causing to be addressed to the proprietors of certain weekly illustrated newspapers, but I am not yet in a position to furnish any general information as to the effect of the new scale. I know nothing of any such negotiations as those to which the hon. Member refers.
