I beg to ask the Parliamentary Secretary to the Board of Agriculture whether Owners of hop gardens are no longer allowed to engage Belgian refugees as hop pickers, and whether in cases where the owner of the hop garden cannot obtain English pickers he may be allowed to engage Belgians so that the remainder of his crop may be picked before it is spoilt?
