asked the President of the Board of Trade why the importation of sugar from Russia into England is not allowed; and if he has considered whether the 300,000 tons of sugar which is estimated to be available in Russia for export would be a useful addition to our supplies and tend to keep down the price in this country when the spring navigation opens at Archangel?

Since the beginning of the War the export of sugar from Russia has been impracticable. The prohibition of import in this country is general, but in the circumstances it has no actual effect as regards Russia. It is impossible to foresee what the conditions may be when the spring navigation opens at Archangel.
