asked what will be the future of the Channel island called Herm, which was sold by this country some years ago to a German prince, who has persistently refused to allow any English visitors access to it?

The statements in the question are not quite correct. The island has not been sold, but it was leased by the Crown in 1889 to a German company which sub-let the house and grounds to a German prince. Access to the island has been allowed under restrictions, and it is much visited by excursionists. The Government has asked the States of Guernsey to consider the steps to be taken to terminate the German company's lease.
