asked the Prime Minister whether he is aware that the lord lieutenant of the East Riding of Yorkshire has issued instructions as to the conduct of the civil population in the event of an invasion by Germany; whether those instructions were issued under the advice of the military authorities; and whether and when it is proposed that other lords lieutenant shall issue similar instructions?

The Prime Minister has asked me to reply to this question. I understand that the lord lieutenant of the East Riding has issued instructions on this subject to the chairmen of emergency committees in the riding, but these instructions are at present confidential. The instructions were issued on the advice of the military authorities, and I am in communication, on behalf of the Government, with other lords lieutenant.
