15. Mr. JAMES HOPE

asked the Prime Minister whether he is prepared to issue a Treasury Minute with regard to speculation by officials embodying, with or without qualification, the recommendations of a recent Select Committee of the House of Lords?

The PRIME MINISTER

I am not aware that any occasion has arisen since my speech on 19th June last year, which requires that public servants should be reminded of their obligations in this respect.

Mr. JAMES HOPE

May I take it that the view of the Government is that no rule need to be laid down as to the right of Ministers and other salaried officials to speculate at will?

The PRIME MINISTER

No, Sir. In the speech I have referred to I laid down the rules myself.

Mr. JAMES HOPE

I will, on Thursday next, ask a question with regard to the rules the right hon. Gentleman has laid down.
