69. Mr. GINNELL

asked the President of the Local Government Board whether he has appointed a Committee to inquire into the condition of the blind of the United Kingdom with no Irish Member on it; if so, will he state the reasons for this exclusion; whether it will be adhered to; whether Irish evidence is to be taken; and whether he will state the terms of reference?

Mr. HERBERT SAMUEL

The Committee includes, as a representative of Ireland, Sir Thomas Stafford, the Medical Commissioner of the Irish Local Government Board. The terms of reference are—"To consider the present condition of the blind in the United Kingdom and the means available for (a) their industrial or professional training, and (b) their assistance; and to make recommendations."
