asked whether a licensing bench in Scotland is entitled to-demand a fee of 5s. for presenting from residents a memorial in favour of closing on New Year's Day at a private meeting of the bench?

The fees payable to clerks to Licensing Courts are prescribed by Act of Sederunt made under the powers conferred by Section 27 of the Licensing (Scotland) Act, 1903, and are set forth in chapter five, Book M, of the-Codifying Act of Sederunt, 1913. I am not in a position to say on the information contained in the question whether, in the circumstances, the fee mentioned would be exigible or not.
