asked the Chancellor of the Exchequer when the Government proposes to appoint a non-party Commission of experts to investigate the inequalities and injustices of the incidence of the national insurance compulsory contributions as a direct tax upon employers, who contribute about £9,000,000 under this enactment?

I am unable to accept the assumptions contained in the hon. Member's question, but as regards the appointment of a Commission I would refer him to the reply which I gave to the hon. Member for the Bridgeton Division on the 5th May.
