asked the Chief Secretary for Ireland whether he is aware that Larne Harbour is principally owned by a person named M'Kean, a coal factor, who is the owner of the steamship "Roma," now detained for gun-running; will he say whether this same gentleman has recently been made a magistrate for the county of Antrim on the recommendation of Lord Shaftesbury; and, if so, what action docs he propose to take in the matter?

Larne Harbour is owned and worked by a limited company of which the gentleman referred to is a share-holder. He is also a member of the firm of Howden Bros., Limited, who are the owners of the steamer "Roma." This gentleman was appointed in 1912 to the Commission of the Peace for the county Antrim. I will call the Lord Chancellor's attention to the question.
