HC Deb 30 March 1914 vol 60 cc811-2
29. Mr. C. BATHURST

asked what is the estimated extra amount of reformatory accommodation which will be required under the Inebriates Bill; what is the estimated prospective charge which will be thrown upon local authorities under Clause 36; and what proportion is the Treasury prepared to contribute towards maintenance under Clause 34 of the Bill?

Mr. McKENNA

I fear it is impossible to frame any exact estimate of the accommodation or of the cost. The increased powers given to the Courts may lead to an increase of the number of inebriates sent to reformatories; but the committals will generally be for shorter periods, and the Bill provides other modes of treatment which may in some cases render reformatory treatment unnecessary. I am not yet in a position to say what the Treasury contribution will be.

Mr. C. BATHURST

May I ask the right hon. Gentleman if he will be prepared, for the guidance of local authorities, to give some indication as to the Treasury contribution before the Bill is further considered in the House?

Mr. McKENNA

As soon as I am in a position to give an indication I will do so, but I cannot give such a pledge as the hon. Gentleman asks for.
