§ Mr. McKENNAI regret that I have felt it my duty to withhold a certificate of naturalisation from. Mr. Bayley, and I am afraid that I must decline in this, as in many other cases, to disclose the grounds of my decision. The Naturalisation Act expressly provides that the Secretary of State may, with or without assigning any reason, give or withhold a certificate as he thinks most conducive to the public good.
