asked the President of the Board of Education whether he is aware that the Education Act, 1891, imposes on schools the condition that, if they receive the Fee Grant, they shall make no charge of any kind for any child over three and under fifteen years of age; and whether he will attach the same condition to the new Block Grant, when the Block Grant is substituted for the Fee Grant?

I am aware that the effect of the Act of 1891 is broadly, and subject to some important exceptions, as stated by my hon. Friend. With regard to the second part of the question, I may remind him that fees and other minor receipts of a local education authority will be deducted from the expenditure upon which the Block Grant will be calculated.
