65. Mr. O'DOWD

asked the Secretary to the Treasury whether a tax on incomes was first assessed in these countries as a temporary impost or war tax, the collectors appointed temporarily, holding office for one year only; and, if so, whether, seeing that the Income Tax since 1853 has established itself as a permanent source of revenue, he will consider the advisability of improving the status of the collectors by granting them continuity of employment, superannuation, and regular payment of remuneration?

The answer to the first part of the question is in the affirmative. This matter has received full consideration and no change in the existing arrangements is, in my opinion, called for.
