asked whether His Majesty's Government will reconsider their previous replies to the President of the United States' invitation to participate in the Panama-Pacific Exposition at San Francisco in 1915; and whether they can now see their way to accepting that invitation?

Dr. CHAPPLE

Before the right hon. Gentleman answers the question, may I ask whether he is aware that a memorial to him on this matter has been signed by 170 Members, and is likely to be signed by more than half the Members of the House; and whether, if his answer is likely to be unfavourable, he will defer it until the memorial reaches him?

The PRIME MINISTER

When the memorial comes it will receive most respectful consideration, but in the meantime, in answer to the question, I have to say that His Majesty's Government have recently reconsidered the matter, and I regret they do not feel able to modify their previous decision.
