asked if the Home Secretary is aware that tradesmen are obliged to make returns of outworkers on certain forms sold only by the Government printers at a certain cost; and whether he will arrange to supply such forms gratuitously or have such forms placed for sale in all large towns and avoid the cost of double postage?

Mr. McKENNA

Persons employing outworkers in certain classes of industry are required to keep and furnish lists of such outworkers in the prescribed forms. The price of the forms as published is 2d. only, or with postage 3d., and they are required to be sent by the employer only twice in the year. The form can readily be obtained through any local bookseller or in the towns where agents are appointed for the sale of official publications direct from such agents. No complaints have reached me of any difficulty in obtaining copies of the form, but I shall be happy to inquire into any such case which the hon. Member may bring to my notice. I cannot undertake that the forms shall be supplied gratuitously.
