asked the Secretary of State for the Home Department if he has obtained a legal opinion on the question of proceeding against the owners of motorcars which carry dazzling head-lights and drive with these in the Metropolis to the common danger?

I am advised that it might be possible to take proceedings if in any case it could be proved by definite evidence that the driving of a car with dazzling head-lights was an actual cause of danger; but, in the absence of specific regulations on the subject, proceedings could not be taken against an owner merely on the ground that danger might, in the opinion of the police, ensue from his use of too powerful lights.
