asked whether an Army Council can be held without any member of the Army being present; and what civilian Members of the Government would form a quorum in that event?

The PRIME MINISTER

The answer is in the affirmative. I would refer the hon. and gallant Member to the Letters Patent constituting the First Army Council, and to the Order in Council (CD. 2851) of 10th August, 1904.

Captain FABER

Can the right hon. Gentleman say whether the Army Council held any meeting in the weeks after the crisis at which no soldiers were present?
