asked the Under-Secretary of State for India whether his attention has been called to the case of the "Khalisa Akhbar" ("Sikh News"), of Lyalpur, Punjab, a paper which was announced to appear for the first time on 25th March; whether the district magistrate demanded the maximum security of Rs. 1,000 before the press was established; whether, in consequence, the paper was never issued; and whether the Secretary of State can say what reason there was for thus suppressing a newspaper before the first number was issued?

I have no information on this case, and will inquire. I may point out that Rs. 1,000 is not the maximum security that may be demanded of the keeper of a new press or the publisher of a new newspaper.
