asked the President of the Board of Trade whether he proposes to take any steps to decrease or check the number of Chinese signing on on British ships trading from United Kingdom ports, with a view to encouraging the employment of British men on British ships?

I am now considering what further steps I can properly take in this matter, but I would remind the Noble Lord that there is no general statutory prohibition of the employment of foreign seamen on British ships.
