asked the Home Secretary whether advance copies of or extracts from the Report of the Royal Commission on the Civil Service have been sent to the heads of any Government Departments; and, if so, why a similar courtesy was not extended to those associations of Civil servants which submitted evidence to the Commission and whose interests are equally vitally affected by the Report?

I am informed that the answer to the first part of the question is in the negative; the second part, therefore, does not arise.
