HC Deb 02 April 1914 vol 60 cc1351-2
85. Mr. CASSEL

asked the Chancellor of the Exchequer whether the Government must be taken to have rejected in advance the Report of the majority of the Local Taxation Committee on the Rating of Land Values, or whether they will be willing to reconsider the position in the light of that Report?

Mr. MONTAGU

My right hon. Friend has nothing to add to his previous statements on this subject.

Mr. CASSEL

Is it the case that the Report of this Committee against the rating of site values is contrary to the policy to which the Chancellor of the Exchequer pledged himself at Glasgow in advance of the Report?

Mr. MONTAGU

If the hon. Member will be good enough to look at the statement to which I have referred him, he will see what it is, to which I have nothing to add.

Mr. RAFFAN

Is it the fact that there are two Reports, one signed by seven Members of the Committee and the other by six Members of the Committee; and the Minority Report contains a statement in support of the taxation of land values, and is much more intelligent than the statement of the majority?

Mr. OUTHWAITE

Is there any precedent for a Government taking its policy from a Departmental Committee?

Mr. CASSEL

Is there any precedent for a Government not waiting until a Departmental Committee has reported?
