95. Mr. F. HALL (Dulwich)

asked the Under-Secretacy of State for War if he will state the number of men in the Regular Army who have obtained commissions from the ranks during the eight years ended 31st December, 1913; the number of commissions similarly granted in the preceding eight years; and if he will consider as to the appointment of an expert committee to consider and report as to the conditions obtaining in regard to the grant and holding of commissions with the object, so far as may be compatible with the efficiency of the Service, of extending the opportunities of obtaining commissions to persons whose lack of means otherwise prevents them entering the Army except through the ranks?

Mr. TENNANT

During the period ended 31st December, 1913, 119 commissions as second lieutenant have been given and 378 as quartermaster and riding master. The corresponding figures for the previous eight years are 203 and 552. In reply to the last part of the question, I would refer the hon. Member to the replies given to the hon. Member for East Perth-shire on the 26th and 31st March.
