asked what reasons induced the First Commissioner of Works to reject the recommendation of the Joint Committee of the two Houses for an independent Scottish Board to deal with her ancient monuments?

Mr. WEDGWOOD BENN

My hon. Friend is evidently under a misapprehension. The First Commissioner specially reserves power for himself to constitute such a board for Scotland—in the Bill now before Parliament.

Mr. J. HOGGE

Why should this power rest with the First Commissioner who knows nothing at all about Scotland?

Mr. BENN

I cannot admit the truth of the hon. Member's suggestion.
