§ Mr. COOPERCan the right hon. Gentleman say whether the final statement made in the question is true or not—that is, whether this officer was on military duty at the time?
§ Colonel SEELYThere are always cases of hardship in dealing with questions of this kind, which are on the border line. I do not demur to the statement in the question, but what I said in answer to the previous question was that that did not bring this case within the Regulations.
