asked the Secretary for Scotland whether he has received various protests against the design of His Majesty's Great Seal for Scotland; and whether, in view of these, he can take any action to secure any alterations in the design? May I, in putting this question, say how very glad we are to see the right hon. Gentleman in his place.

I have received letters from two St. Andrew Societies directing attention to the design used on the observe of the Great Seal, which is the same as that used on the obverse of the Great Seal of the United Kingdom and of Ireland. In the case of Scotland the reverse or Counter Seal is the same as in the last reign, displaying the Royal Arms so marshalled as to give precedence to the Scottish emblems. I cannot say anything about the last part of the question at present.
