Major HOPEasked the Prime Minister when the Second Reading of the Mental Deficiency and Lunacy (Scotland) Bill will be proceeded with; and whether he will guarantee that if the English Mental Deficiency Bill is passed through all its stages during the present Session similar facilities will be given for the passing into law of a Scottish Bill?
