asked the Secretary for Scotland (1} whether the grounds which induced him to recommend that the prerogative of mercy should be extended to Arngaard Karl Graves; and (2) whether he received any petition from the prisoner, or a request from any other private person or from any official person or authority, praying that the prerogative of mercy should be extended to A. K. Graves?

I can only refer my hon. Friend to the answers which I gave last week to his questions on the same subject, to which I have nothing to add.

With reference to the exercise of the prerogative of mercy, is it not in reality exercised on the recommendation of the Home Secretary, with whom he consults?

The Home Secretary is not consulted in Scotland.

In future, I hope the Home Secretary will be consulted so that when action of this kind is taken it may have more weight than it has at present.
