asked the President of the Local Government Board if he would support co-operation between the Governments of Great Britain and those of the Dominions in order to institute a uniform and general system of emigration, and the establishment of farm colonies where young men from the towns can be taught agriculture with the object of emigrating to the Dominions under the supervision and co-operation of the Governments of the Dominions?

The subject of emigration is engaging the attention of the Dominions Royal Commission, and, pending their final Report, it would be premature to proceed on the lines suggested.
