29. Mr. JAMES HOGGE

asked the Secretary for Scotland how many county councils in Scotland have refused to meet the deficit in the circumstances detailed under Section 7 of the National Insurance Act in connection with the treatment of tuberculosis?

The FINANCIAL SECRETARY to the TREASURY (Mr. Masterman)

Only one county council in Scotland has refused to accept responsibility for sharing with the Treasury half of any expenditcre on the treatment of insured persons, and dependants over and above what is provided for this purpose from the National Health Insurance Fund.

How does that coincide with the information that the Association of County Councils in Scotland passed a Resolution asking every county council to refuse to do this?

Mr. MASTERMAN

My information is that only one county council definitely refused.

Is the right hon. Gentleman aware that the County Councils Association has no control whatever over the county councils, and that it is merely an unrepresentative body?

Mr. MASTERMAN

That probably bears out my remark.
