HC Deb 17 June 1913 vol 54 c188
14. Captain FABER

asked the Secretary of State for War whether, at the late conference he held with Territorial generals, the complaint was made to him that owing to no system of punishing by fine being any longer available they often had to consider before giving an order whether it would be carried out; and if he has any intention of reverting to the system of fines?

The SECRETARY of STATE for WAR (Colonel Seely)

I have not the least idea to what the hon. and gallant Gentleman refers. No such representation has been made to me.
