§ Colonel SEELYIt is hoped that when the recent large increase of the outfit Grant becomes more generally known, the number of applicants for commissions will steadily increase. There was a net increase of nineteen officers last month. I think, therefore, that it will be better to await the result of the increased outfit Grant before taking into consideration the suggestion contained in the question.
