13. Major M'CALMONT

asked whether the junior major of a Cavalry regiment has been recently promoted to command his regiment, thereby superseding three of his own regimental seniors; whether it has been hitherto customary to promote officers under such circumstances into regiments other than their own; and whether this custom has now been abandoned?

Mr. TENNANT

The reply to the first and second parts of the question is in the affirmative, and to the third in the negative.

Major M'CALMONT

Is the hon. Gentleman aware that promotions of this kind give rise to a great deal of dissatisfaction, and in the opinion of the majority of regimental officers are very bad for discipline?

Mr. TENNANT

That is a matter for the Selection Board.
