asked whether the London Insurance Committee are entitled to divide the surplus funds from the last quarter's receipts among those medical men on the panel having less than 2,000 insured patients, or whether they are required to divide the sum amongst all the panel practitioners in proportion to the number of insured persons for whom each practitioner was responsible at the end of the quarter?

As I have previously explained, there is no surplus in the fund for medical benefit. The whole fund is divisible among all the doctors on the panel in proportion to the number of insured persons on the list of each doctor, the number included in each list being ascertained after the process of allocation of the unaccepted residue has been completed. I understand that the London Insurance Committee have not as yet decided upon the method of allocation to be adopted, but it is open to them to make immediate advances to doctors on the panel on account of the payments which will ultimately prove to be due to them. In making these advances, the Committee may, but need not necessarily, have regard to the method of allocation to be adopted.
